Patient Protection & Affordable Care Act

The Affordable Care Act, most commonly called ObamaCare, or the Patient Protection, is a United States federal statute signed into law by President Obama on March 23, 2010. The objective of the Affordable Care Act, is to increase the rate of health insurance coverage for Americans and to provide a number of mechanisms (mandates, subsidies and tax credits) to employers to increase the coverage rate.

Ronald Wetter of Kaiser Permanente and Michael Epstein of American Compensation Service --  are the featured speakers.

Ron will provide an overview of the most important elements of the Patient Protection & Affordable Care Act (ACA) and what it means for employers and individuals, and review some fundamental changes that are occurring in the health care industry  that are being driven by both the ACA and a range of economic forces.

Michael will provide an overview on how the Patient Protection & Affordable Care Act (ACA) will affect business owners and their employees as well as discuss the upcoming changes and critical deadlines. Topics will include what employers need to do in the months leading up to the implementation of the ACA on January 1, 2014 to remain compliant, potential financial penalties for non-compliance, “Early Renewal” opportunities, employee education on the health plans and ACA mandated changes to plans.       

*Michael Epstein is a Principal with American Compensation Service.  He joined American Compensation Service in 1993.  Michael oversees the management of American Compensation Service.  One of his primary focus areas today is his expertise and knowledge of Health Care Reform (HCR).  HCR is very fluid and seems to change and or be clarified on a weekly basis.  It is very important that companies are kept up to date on the rules and regulations so that they can navigate their company in the appropriate manner with the implementation of HCR or face potential penalties. 

Michael received a Bachelor of Science Business Degree from California Polytechnic State University in San Luis Obispo and an MBA degree from Golden Gate University.  Michael enjoys spending time boating with his family and friends.  Prior to joining American Compensation Service, Michael worked for Chevron Land and Development Company in their Property acquisition and disposition group.  Michael is a Certified Patient Protection and Affordable Act Professional.

*Ron Wetter is the Community & Government Relations Manager for Kaiser Permanente’s Diablo Area.  He joined Kaiser in 2004.  He oversees all community and government relations activities for Contra Costa County and the Tri-Valley Area, with an emphasis on health care policy and reform and economic and workforce development. He is an adjunct member of California State University East Bay’s graduate program faculty, teaching courses in health care policy and U.S. health care systems in the university’s Masters in Health Administration program. Prior to joining Kaiser Permanente, Ron served as the Executive Director of the Workforce Development Board of Contra Costa County, a 37-member public board that develops and coordinates workforce and economic development activities on behalf of Contra Costa County.  He also worked for PG&E for 21 years as a regulatory policy analyst in its Regulatory Relations Department, legislative and policy analyst in the company’s Government Relations Department, and as the company’s Government Relations Representative for Contra Costa County. He is currently the Vice President of Finance for the Contra Costa Council, and serves on the Board of Directors of the San Ramon and Livermore Chambers of Commerce. Ron earned a B.A. in Political Science from San Jose State University and a Masters in Public Administration from California State University, Hayward.  He lives in Walnut Creek with his wife, Terri, and 21-year old son, Alex.
